Welcome to Parking Ticket Assist

Parking ticket assist allows you to conveniently plead "Guilty" and pay your parking ticket or enter a plea of "Guilty with Explanation" of your parking ticket(s) over a secure web connection. By entering a plea of "Guilty with Explanation" your ticket, along with your explanation and any supporting documentation, will be reviewed by a Justice of the Eastchester Town Justice Court and you will receive written notification of the Court's determination of your parking ticket. By entering a plea of "Guilty with Explanation" you acknowledge that you are waiving your right to counsel and your right to appear in person in Court, and your right to answer, explain, or defend any charge of violation of any traffic law, ordinance, rule or regulation, in Court.

 

If you wish to enter a Plea of Not Guilty please proceed no further and complete the information on the back of the Parking Violation and forward to Eastchester Town Justice Court. You will receive a Notice from the Court setting forth a date and time to appear "In Person" in accordance with your preference.

 

In order to proceed you will need the following:

  • Ticket number
  • License plate number located on ticket or notice
  • Credit Card (Visa, MasterCard, Discover, American Express)

The cardholder will be charged a convenience fee for having used a credit card. The convenience fee charged by the merchant processor is calculated as a percentage of the sum of fine and/or penalty being paid. Please note, the Town of Eastchester nor the Eastchester Town Court receives any portion of the convenience fee. The cardholder will have the option to cancel or accept this transaction.

User Agreement


This User Agreement is a contract between you and Fundamental Business Service, Inc., ("FBS"). It applies to your use of the Parking Ticket Assist service offered by FBS. If you click "I Agree" below, you are agreeing to use this service in exchange for a convenience fee per ticket paid. You are also agreeing to all terms and conditions of this User Agreement.

The ParkingTicket Assist web site is provided as a service to help you pay your parking tickets online. FBS is authorized by certain New York Town and Village Justice Courts and Traffic and Parking Violations bureaus to offer this service to you. If your parking Search result displays tickets on ParkingTicket Assist, then your court or parking violations bureau has authorized FBS to help you pay your parking ticket through this service. FBS also serves as a debt collector for New York Town and Village Justice Courts and Traffic and Parking Violations Bureaus and adheres to the Fair Debt Collection Practices Act. FBS offers the ParkingTicket Assist service to collect debts of the courts and violations bureaus that it serves, when parking ticket payment amounts meet the definition of a debt under the Fair Debt Collection Practices Act.

Effective Date, Duration, and Scope
This User Agreement becomes effective when you select "I Agree," below and it remains in effect until the transaction is receipted or your current active session times out. It applies to payment transactions you complete during your current active session, after you select "I Agree." If your current active session times out due to a period of inactivity, you will be required to start a new session at the ParkingTicket Assist home page and agree to a new User Agreement before you can use the ParkingTicket Assist service.

Convenience Fee
When you use the ParkingTicket Assist web pay service to pay your parking tickets, you agree to pay a Convenience Fee based on flat fee schedule ticket. All Convenience Fees will automatically be charged to or deducted from the same credit or bank account you provide for payment of your parking tickets.

Initiating a Payment Transaction
Before you pay your parking tickets, the ParkingTicket Assistservice helps you select and view your outstanding parking tickets for the courts and violations bureaus that participate in this service. When you enter your license plate number and parking ticket number, the ParkingTicket Assist service will display all your outstanding parking tickets on record for these courts and violations bureaus, except those that may be less than 7 days old. If you select one or more parking tickets to pay online, then the ParkingTicket Assist service will display the total amount due for all tickets selected, including all Convenience Fees, for your final confirmation. On the same page, the service will also display [the plea notice], for your final confirmation. At this point, you can cancel or confirm your total payment and corresponding plea. If you confirm by selecting "I Agree" you agree to allow FBS to initiate a payment transaction on your behalf with a third party payment processing company, Official Payments Corporation, Inc. ("GOVPAYNET"). This means FBS will redirect your current active session to an GOVPAYNET web site and send your name, payment amount, and other payment tracking information to GOVPAYNET, as a request for GOVPAYNET to process your payment.

Payment Processing by Third Party GovPayNet
GOVPAYNET is an independent third party payment processing company. It displays its own privacy policies and legal notices at the bottom of its own web pages. It also displays its own name and logos on its web pages, so you know when you are at the GOVPAYNET web site.

GOVPAYNET will ask you to provide credit, debit, or other bank account information for the purpose of processing your payment. If you provide account information, GOVPAYNET will attempt to complete your payment transaction through the account you provided. If your payment transaction is successfully processed, GOVPAYNET will display a confirmation number for you to retain for your records and/or optional email confirmation transmittal. If your payment transaction fails for any reason, GOVPAYNET will display a message explaining that the transaction failed.

After GOVPAYNET has processed your payment or completed its attempts to process your payment, GOVPAYNET will redirect you back to the ParkingTicket Assist web site and will return a confirmation number and/or other payment tracking information to FBS.

Completing Your Payment and Plea Transaction
When you return to the ParkingTicket Assist web site after completing or attempting to complete a payment transaction at the GOVPAYNET web site, FBS will provide you with a detailed receipt of your transaction or message explaining that the transaction failed. After successful completion of your Payment Transaction, FBS will forward your parking ticket payment and plea information to the appropriate court or violations bureau.

FBS does not receive cardholder data from GOVPAYNET and is therefore not subject to PCI requirements.

Reservations of Rights
FBS reserves the right to make changes to the ParkingTicket Assist services and web site (including, without limitation, discontinuing the site or the services offeredon it) and the terms of this Agreement at any time, with or without prior notice.

Representations & Warranties
FBS represents that it is authorized to provide the services described in this User Agreement on behalf of the New York Town and Village Justice Courts and Traffic and Parking Violations Bureaus that have jurisdiction over the parking tickets presented on the ParkingTicket Assist web site.

DISCLAIMER OF WARRANTIES AND LIMITATION OF LIABILITY
THE PARKINGTICKET ASSISTWEB SITE IS PROVIDED BY FBS ON AN "AS IS" AND "AS AVAILABLE" BASIS. FBS MAKES NO REPRESENTATIONS OR WARRANTIES OF ANY KIND, EXPRESS, IMPLIED, OR STATUTORY, AS TO THE OPERATION OF THIS WEB SITE OR THESE SERVICES OR THE CONTENT, MATERIALS, PRODUCTS, OR SERVICES INCLUDED ON THIS SITE, INCLUDING BUT NOT LIMITED TO, IMPLIED WARRANTIES OF TITLE, NONINFRINGEMENT, MERCHANTABILITY AND FITNESS FOR A PARTICULAR PURPOSE OR FREEDOM FROM ERRORS, VIRUSES, BUGS, OR OTHER HARMFUL COMPONENTS. YOU EXPRESSLY AGREE THAT YOUR USE OF THESE SERVICES AND THIS SITE IS AT YOUR SOLE RISK, AND THAT YOU ARE SOLELY RESPONSIBLE FOR THE ACCURACY OF THE INFORMATION THAT YOU PROVIDE.

FBS (AS WELL AS ITS OFFICERS, DIRECTORS, EMPLOYEES, AFFILIATES, SUPPLIERS AND OTHER AGENTS) WILL NOT BELIABLE FOR ANY DAMAGES OF ANY KIND ARISING FROM THE USE OF THESE SERVICES OR THIS SITE, OR FOR DISRUPTIONS IN SERVICE ONTHIS SITE OR FAILURE TO REDIRECT YOU TO THE WEB SITE OF GOVPAYNET OR PROPERLY RECEIVE YOU BACK AT THIS SITE, REGARDLESS OF THE CAUSE, INCLUDING (WITHOUT LIMITATION) DIRECT, INDIRECT, INCIDENTAL, PUNITIVE AND CONSEQUENTIAL DAMAGES, WHETHER BASED ON CONTRACT, TORT OR OTHER FORM OF ACTION, EVEN IF FBS HAS BEEN ADVISED OF POSSIBILITY OF SUCH DAMAGES. FBS ASSUMES NO RESPONSIBILITY FOR THE TIMELINESS, DELETION, MIS-DELIVERY, FAILURE TO COMPLETE A PAYMENT OR PLEA TRANSACTION, OR FAILURE TO STORE ANY USER COMMUNICATIONS OR INFORMATION. CERTAIN STATE LAWS DO NOT ALLOW LIMITATIONS ON IMPLIED WARRANTIES OR THE EXCLUSION OR LIMITATION OFCERTAIN DAMAGES. IF THESE LAWS APPLY TO YOU, SOME OR ALL OF THE ABOVE DISCLAIMERS, EXCLUSIONS ORLIMITATIONS MAY NOT APPLY TO YOU, AND YOU MIGHT HAVE ADDITIONAL RIGHTS.


Severability & Enforceability
The provisions of this User Agreement shall be deemed severable and the unenforceability of any one or more provisions shall not affect the enforceability of any other provisions. In addition, if any provision of this User Agreement, for any reason, is declared to be unenforceable, the parties shall substitute an enforceable provision that, to the maximum extent possible in accordance with applicable law, preserves the original intentions and economic positions of the parties.

Entirety; Jurisdiction & Disputes
This User Agreement constitutes the entire agreement between the parties and supersedes and replaces any and all other prior or contemporaneous agreements and communications between the parties (whether written or oral) relating to the subject matter of this Agreement. No modification to this Agreement or any failure or delay in enforcing any term, exercising any option, or requiring performance will be binding or construed as a waiver of such term unless agreed to in writing.

This User Agreement and the relationship between you and FBS shall be governed by the laws of the State of New York without regard to its conflict of law principles. With respect to any disputes or matters arising out of these services or use of the ParkingTicket Assist web site, you and FBS each agree to submit to the personal and exclusive jurisdiction of the state and federal courts located within the County of your residence in the State of New York.
